As vice president within ECS’ Department of Veterans Affairs and Department of Health and Human Services division, Ms. Donald oversees business development and pursuit efforts for our largest and most strategic healthcare opportunities. She works directly with our VA and HHS account leaders to develop capture plans, teaming strategies, win themes, and comprehensive proposal preparation plans. She also oversees our health-related contract vehicles and serves as a program manager for federal health IDIQs, including T4NG2 and SPARC.

Ms. Donald has nearly 30 years of experience in federal management consulting, where she has provided IT program and acquisition management support across numerous agencies, both civilian and defense. She was previously vice president of business development and marketing at ERPi, which was acquired by ECS in 2021. In that role, Ms. Donald developed and implemented the company’s business development processes, infrastructure, and resources. She also spent 17 years at Booz Allen Hamilton, where she oversaw the delivery of IT/infrastructure programs, primarily at the VA.

Ms. Donald has a Bachelor of Science degree in business management and history from the University of Mary Washington and a master’s certificate in government contract management from Villanova University.
