Roy Kapani - President
Roy Kapani joined Electronic Consulting Services, Inc. (ECS) in 2001. Mr. Kapani set forth a vision to create a technology consulting practice focused on the higher end of enterprise-wide technology consulting for the Federal Government. Mr. Kapani earned a MBA from George Washington University and a B.S. in Computer Science from the University of Maryland at College Park. Previously Mr. Kapani worked in the leadership of several key information technology firms, including Computer Based Systems, Inc. (CBSI), and Averstar. He has over twenty years of successful Federal contracting experience and his management style places an emphasis on customer satisfaction and methodologies to ensure the highest levels of quality.
Jeff Powell - Chief Operating Officer
Mr. Powell joined ECS in August 2004 as Executive Vice President and Chief Operating Officer. Mr. Powell has over 22 years of experience in Federal Government IT contracting, and is currently responsible for ECS' contract operations, and business development. Mr. Powell earned a M.S. in Business from Johns Hopkins University and a B.S. (cum laude) in Computer Science from the University of Maryland. He sets strategic direction and policy, ensures customer satisfaction with all ECS services, and leads ECS' quality initiatives. Prior to joining ECS, Mr. Powell was Vice President and General Manager of Titan Corporation's IT Outsourcing Division from 2001 to 2004. In this role, Mr. Powell managed over $55 million in annual business providing enterprise support services such as help desk, LAN/WAN support, desktop systems support, and data management support.
Anthony Schulien - Chief Financial Officer
Mr. Schulien joined ECS in May 2004 and is currently a Senior Vice President responsible for leading ECS departments dedicated to accounting, contract administration and pricing, HR and benefits administration, and corporate facilities/IT. Mr. Schulien has over 20 years of experience managing financial and administrative functions in support of Federal Government and commercial contracts, and earned both his MBA and B.S. in Finance from the University of Maryland at College Park. Prior to joining ECS, Mr. Schulien was the Director of Contracts at Advanced Technology Systems, Inc., (ATS) from 1997 to 2004, where he established and managed the ATS Contracts and Pricing Department supporting over $100 million a year in Federal IT contracts. In addition, Mr. Schulien supported business operations and corporate development at Appix, Inc., an ATS subsidiary. Prior to joining ATS, Mr. Schulien was the Director of Contracts for Concept Five Technologies, Inc., a MITRE Corporation spin-off, and The Orkand Corporation.
Jackie Marsteller - Senior Vice President
Ms. Marsteller joined ECS in Nov. 2006 as Senior Vice President, IT Services. Ms. Marsteller has more than 22 years of technical and program management experience, which includes leading business units exceeding $100M in contracts and more than 500 employees and subcontractors. She brings more than 17 years of experience in operations and business development at the executive level. In this role, Ms. Marsteller will lead the IT Services Group, providing IT services and solutions to the Federal Government. Prior to joining ECS, Ms. Marsteller was a Vice President at Harris Corporation, and a Sr. Vice President at the Orkand Corporation.
Richard August - Vice President, Science and Engineering
Dr. August joined ECS in 2007. He has over 20 years of experience with Federal Government contracting directly supporting NASA and NOAA mission-critical operations in the areas of engineering development, scientific research and application development, testing, and systems integration. Prior to joining ECS, Dr. August was Vice President at RS Information Systems, Inc. with responsibility for their Science and Engineering Programs Division. In this role, he managed over $70 million in annual revenue on engagements supporting NASA and NOAA, and providing support for earth science, advanced computational platforms, satellite data information systems, weather radar systems engineering, and science-focused IT support.
Scott Weaver - Senior Vice President, Business Development
Mr. Weaver joined ECS in May 2007 as Vice President of Business Development. Mr. Weaver has more than 23 years of experience in Federal Government IT contracting and is currently responsible for ECS' business development. Prior to joining ECS, Mr. Weaver was Senior Vice President and Deputy General Manager of Apptis, Inc.'s National Security Sector. In this role, Mr. Weaver managed business operations, program management, and business development for the $120 million sector which included contracts with the Department of State, the Department of Homeland Security, and the Department of Justice. Mr. Weaver earned a B.A. in Political Science from North Texas State University.
