Harris Corporation is an international communications technology company providing highly reliable and trusted information and communications products, systems, and services to commercial and government customers in more than 150 countries. Harris focuses on wireless, broadcast, government, and network communications as well as effective and efficient communications systems Operations and Maintenance (O&M) support. Harris Technical Services Corporation (formerly The Orkand Corporation) is a wholly owned subsidiary of Harris Corporation, dedicated to providing exceptional worldwide engineering, integration, and technical services. Harris currently supports the DoS Bureau of Consular Affairs in providing both software development and systems integration/maintenance services. They provide experienced and responsive capabilities in the application and integration of communications and information technologies, products, and systems in support of DoS' needs. Harris also supports DoS well after initial system delivery, with tailored and responsive operation and maintenance of communications and information systems.
Stanley Inc. (Stanley) delivers information technology and professional services to the U.S. Federal Government. The company is known for providing superior customer support, quality services and technical solutions in the areas of software and systems development; network infrastructure planning, engineering, operations, and support; systems engineering and technical assistance; outsourcing, including total processing and multi-site facility support, staffing, equipment maintenance, and on-site systems and data administration; operations management; enterprise architecture; remote hosting; and information assurance. Stanley has been providing support to the Department of State's Bureau of Consular Affairs Passport Services Division since the first National Passport Center (NPC) support contract was awarded in August of 1992. Stanley personnel provide nationwide passport processing services in the area of high-volume document processing, digital passport production, and digital passport file miniaturization.
Apptis, Inc. (Apptis) was founded in 1983 as IntelliSys Technology Corporation (ITC), a small business providing services-based solutions to Federal Government customers. In 1999, after rapid growth and a name change to PlanetGov Inc., the company became a complete solutions provider offering a wide range of IT products and networking services. In July of 2004, after acquiring Technology and Management Associates, Inc. (TMA) and General Data System (GDS), they became Apptis, Inc. - "Applying Technologies, Inspiring Solutions". Apptis expertise includes enterprise design, installation, and operation; infrastructure planning and operation; information systems security; information assurance; software and database development; telecommunications; product acquisition and worldwide deployment; worldwide engineering support and maintenance; and help desk and technical support. Apptis currently supports the DoS passport system, including designing, developing and maintaining the largest database of photos of U.S. citizens in the world, called the Passport Records Imaging Systems Management (PRISM), which includes information on over 120 million Americans. Apptis also developed and continues to upgrade and maintain the Travel Document Issuance System (TDIS), used to issue passports to U.S. citizens nationwide.

Certifications, Quality Recognition, and Awards: ECS is a process-driven firm. We are both ISO 9001:2000 and SEI CMMi Level 3 certified. These processes cover both our corporate functions such as recruiting and reporting, as well as our system and software development activities.
ECS presents DoS with an integrated management approach that demonstrates our ability to effectively and efficiently manage and provide all of the services that DoS customers expect. The management practices we follow are designed to reduce costs, improve quality, and enhance program effectiveness. ECS has a dedicated QC organization and our program is based on ECS' ISO 9001:2000 certified quality management system, with specific procedures and work instructions for all corporate processes.
